City Manager The City Manager is appointed by the City Council. The City Manager ensures that all Council policies and directions are carried out and coordinates activities of the various City departments. Other duties include handling citizen inquiries, keeping Council informed about major City activities, working with other government agencies, and representing the City at numerous meetings.

City Manager's Message The City of Casa Grande has engaged its planning staff and appointed planning consultant (EDAW) to create a Project Team to update the General Plan. Over the next 15 months The Project Team will be working closely with our citizens to bring forward the updated General Plan 2020.
The General Plan Update will set out goals and policies for the future. It will also include a land use map showing where residential, commercial and industrial development should be located and where open space should be conserved.
This update comes at a critical time in the history of Casa Grande. The City has seen significant change since the last General Plan 2010 was adopted in 2001. City limits have expanded and new development has come forward at a rapid pace. These changes raise pertinent questions about how the City of Casa Grande can and should accommodate the cycle of change over the next 10, 20 and even 30 years.
In accordance with Arizona Revised Statute, § 9-461.06, the City is required to adopt written procedures to provide effective, early and continuous public participation throughout the General Plan Update process. This Public Engagement Plan for the update of the Casa Grande General Plan is in conformance with that Statute. This engagement plan provides examples and opportunities for people to participate in determining the way Casa Grande chooses to shape its future. Also in conformance with ARS, the major and minor General Plan 2020 amendment process will be detailed in the updated General Plan 2020. You are an expert on our City and your ideas and opinions about Casa Grande’s future are important.
The purpose of this Public Engagement Plan is to increase your awareness of the opportunities to participate in the General Plan update process, widen the range of voices and views in the planning process and ensure you have the opportunity to participate in shaping the future of your community. The City is committed to engaging all members of the community in the update of the General Plan.
Planning is about ensuring a high quality of life for all residents of the City. The General Plan policies provide guidelines for the development of neighborhoods, access to parks, trails and other public spaces, public services, historic preservation, and economic development. Good planning results in a balance between development, jobs, services and recreation to create a quality sustainable and prosperous City.
The approaches outlined within this plan are intended to enhance public awareness of the planning effort and its importance; educate citizens about current and past growth trends that have occurred in the City; and provide opportunities for citizens to help identify key community issues and develop a vision for the future of Casa Grande.
